Safe® is agile development on an enterprise level. It is difficult to scale agile methods such as Scrum, because each Scrum team is self-governing, and because the method requires an open decision-making process. SAFe® is a scalable agile framework.

Traditional project management, for example PRINCE2®, is often referred to as the ‘waterfall method’. The entire project is described and planned in separate sub-projects, or phases, that more or less happen in turn. The entire project and all its phases are described and planned before the first phase.

The difficulty in understanding entire projects at the start is a challenge to the waterfall method. Desires and needs can be unclear, which can have large consequences later on. And it can take so long to plan large projects that the environment or conditions change in the meantime.

In agile projects, the initial planning phase is shorter and has a more concrete needs assessment. Agile project teams quickly begin to develop and prioritise the most important parts of the ‘product’. The order of tasks is not predetermined; instead, you can start and finish as you wish.

Freedom for self-governing teams is generally the central aspect of agile project management. Teams can make almost daily changes in direction if it makes sense for them. Projects are worked on in short ‘sprints’, which are tested in relation to the business needs. The process is repeated (known as iterations) until the desired result is achieved.
